Inoobliga ng pamahalaan ang Meta para maglagay ng mga pamamaraan sa Facebook na sugpuin ang kumakalat na mga fake news sa social media platform na nagiging banta sa kaayusan ng publiko.
Ito ay sa pamamagitan ng joint letter na may petsang Abril 10, 2026 na ipinadala sa CEO ng Meta na si Mark Zuckerberg na nilahukan nina Department of Information and Communications Technology (DICT) Secretary Henry Aguda at Presidential Communications Office (PCO) Secretary Dave Gomez.
“In this environment, the rapid proliferation of false, misleading, and panic-inducing content—particularly those relating to oil prices, economic disruptions, and government actions—poses a direct and escalating threat to public order, economic confidence, and national security,” saad sa liham.
“The scale and velocity of such content on Meta’s platforms significantly amplify these risks.”
Tinukoy ng DICT at PCO ang ilang kategorya ng “high-risk” disinformation na kasalukuyang kumakalat katulad ng mga pekeng medical status sa kalusugan o kamatayan ng senior officials kabilang ang Pangulo, misleading advisories tungkol sa “energy lockdowns,” exaggerated price hikes, at supply disruptions na nagdudulot ng panic buying, at financial disinformation target ang mga banking institution upang alisin ang tiwala ng publiko.
Kasama rin dito ang fabricated pronouncements tungkol sa law enforcement o military operations, at coordinated inauthentic behavior target ang pamahalaan at mga opisyal nito.
“The persistence of these content categories demonstrates that existing safeguards are not commensurate with the current level of public risk,” sinabi pa sa liham.
Dahil dito ay inilatag ng DICT at PCO ang five-point requirement na dapat sundin ng social media giant:
1. Pinalakas na proactive detection at suppression systems para sa “high-risk” disinformation, kabilang ang coordinated bot activity;
2. Pinabilis na government-flagging at takedown protocol para sa mga content na nakakaapekto sa kaligtasan ng publiko at national security;
3. 24/7 coordination na may designation ng senior-level focal point para sa real-time engagement sa mga urgent na kaso;
4. Defined escalation pathways at enforceable response timelines para sa “high-risk” content
5. Regular transparency reporting sa enforcement actions na ginawa sa mapanirang content na nakakaapekto sa bansa at iba pa.
Tinukoy sa joint letter ang Article 154 ng Revised Penal Code (Unlawful Use of Means of Publication) at Cybercrime Prevention Act of 2012.
“Failure to take prompt and sufficient action shall constrain the Philippine Government to consider appropriate regulatory and legal measures, in coordination with the National Telecommunications Commission, Cybercrime Investigation and Coordination Center, and the Department of Justice, consistent with applicable laws and the state’s duty to protect public order and national security,” ayon pa sa liham.
Binigyan ang Meta ng 48 oras para kumpirmahin ang pagkakatanggap ng liham at seven calendar days para ipasa ang detalyadong implementation plan.
